Work Address Verification
January 2027 Deadline
HR1 Section 71103 requires every state to regularly obtain and act on updated member addresses using the NCOA database plus CMS-approved third-party sources. NCOA only captures people who filed a change-of-address with USPS — but 40–50% of movers never do, which is why the statute explicitly requires additional sources.
Starting January 1, 2027, managed care plans must also transmit updated addresses directly to counties — but only counties with the right intake infrastructure can act on them.

Work Reporting Requirements
Aug 31, 2026 Deadline
Adults in the Medicaid New Adult Group are now required to verify 80 hours of work or qualifying activity each month starting January 1, 2027.
Counties must send work requirement notifications to applicable members by August 31, 2026 — that deadline is weeks away.
If a member’s address is wrong and the notice doesn’t land, the member doesn’t know they have a requirement, loses coverage, and the agency has a documented compliance gap.
Address verification before this mailing is not optional — it’s the difference between a defensible process and an undocumented failure.
Six-Month Renewals
Twice the Notices, Starting 2027
The New Adult Group — non-disabled adults ages 19 to 64 — must now renew Medicaid eligibility every six months instead of once per year. That doubles the renewal notice cycle for the largest adult eligibility population.
More notices mean more returned mail, more re-processing, and more caseworker time absorbed by address failures. It also means the cost of bad address data doubles.
Agencies that don’t have automated address verification in place before January 2027 will feel this immediately.

States Bear More
Starting FY2028
Beginning in fiscal year 2028, states will contribute toward SNAP benefit payments based on their payment error rates and cover 75 percent of SNAP administrative costs — up from the traditional 50/50 federal split. The higher a state’s error rate, the greater its financial exposure.
Agencies that invest in reducing payment errors and administrative overhead now will be better positioned when these cost shifts take effect.
The window to improve error rates before FY2028 is narrow.

No RFP Required
ClarityLink is available through Equalis Group Cooperative Purchasing Contract #COG-2112B. Government agencies can purchase directly without a separate competitive procurement process. This matters given the January 2027 compliance deadline — procurement cycles that start too late will not produce a compliant process in time.

The data transfer service uses encrypted SFTP. Initial deployment typically takes 60 to 90 days from kickoff.
